Exodus of talent from Hong Kong is a problem which we take very
seriously. Now that we have announced our nationality package,
hope that Canada and other countries will close social and economic ties with Hong Kong will follow our lead by taking comparable measures as part of international response to meet crisis of confidence in Hong Kong post-Tianamen.
In all our interests to ensure maintenance of economic stability in Hong Kong. If confidence collasped, we might all be faced with a much larger immigration commitment.
Do not underestimate the political and legal difficulties for Canadian Government of making special provision for Hong Kong people. But Hong Kong is a unique case. Hope that Canadian Government will examine the possibilities as constructively as
possible.
