Welcome Canadian readiness to look at various ways of bolstering confidence in Hong Kong including support for Hong Kong's participation in international economic fora and conclusion of bilateral agreements with Hong Kong in

various areas of mutual interest.

Also welcome Prime Minister Mulroney's support for idea of establishing a Hong Kong Economic and Trade Office in Toronto. Important as a way of strengthening Hong Kong's commercial autonomy both now and post 1997. When is relevant Canadian legislation likely to be passed?

Understand that you will shortly be announcing outcome of major review of immigration policy. Appreciate that you will not be able to introduce any special scheme for Hong Kong people. But hope that you will continue to show maximum flexibility in handling immigration from Hong Kong.
