CONTRIBUTION TO DRAFT PS LETTER TO NO 10
1. On Hong Kong, the Prime Minister may wish to thank Goh for the
permanent residence scheme which Singapore announced last July as a
helpful contribution to maintaining confidence in the territory. Last year Singapore announced a relaxation of its immigration rules
to allow permanent residence status to be extended to up to 25,000
blue collar workers (plus their dependants) without their having to leave Hong Kong. We understand that the Singaporean Government may be planning to extend this scheme.
