Bill published on 16 March for two month public consultation. Hong Kong Government aim to introduce it to Legislative Council by
summer.
Bill reproduces relevant provisions of International Covenant on
Civil and Political Rights. Since Joint Declaration and Basic Law
provide for Covenant to continue to apply in Hong Kong after 1997,
cannot see what difficulty Chinese can have.
