The Japanese are aware of the Prime Minister's preference for restricting numbers on these occasions and would not, I think, be surprised if we were to indicate that 8 Japanese and an interpreter is too many. agree, we will suggest to the Japanese that they limit their side to six; the original four (Mr Kaifų, Mr Nakayama, Mr Fujimoto and Ambassador Chiba)" and one Private Secretary (Mr Ito) and one MFA adviser; plus the interpreter.
If you judged it appropriate, I think that it would not be unreasonable to limit the numbers further for the working lunch since the Japanese are keen to brief their own press before Mr Kaifu's departure from London at 1400.
