Natural for us to maintain contacts with Chinese over Hong Kong
despite deterioration in bilateral relations since June. There are
important issues relating to our joint responsibility for Hong Kong which require continuing discussion.
Made no announcement about this visit because it is not our
practice to publicise visits by officials, and because discussions are more likely to be fruitful if kept private.

Situation
in Hong Kong still very serious. Vital to try to deter further influx when this year's sailing season begins.
Essential to make progress on repatriation at SC3 (resumed) on 18/19 January. Important component if CPA is to be implemented in full. Implementation cannot be delayed any longer.
Now appears that Americans may be prepared to accept the inevitable and recognise principle of mandatory repatriation. Anything you can do to urge them in that direction would be very welcome. Hope that our delegation can work closely together in
Geneva.
Would also be grateful for your support in pressing UNHCR to monitor conditions of all those repatriated to Vietnam.
