OBJECTIVES

- To thank Nakayama for his Government's continuing investment in and support for Hong Kong.
To underscore HMG's concern to ensure that PADS is a
success and to emphasise our support for the Anglo/Japanese
consortium's bid.
To reassure the Japanese that the Chinese Government
intend to honour Hong Kong's air services agreements after
1997.
POINTS TO MAKE
Japanese Investment in Hong Kong
- Grateful for Japanese Government's continuing
encouragement of (Japanese) businessmen to invest in Hong
Kong.
Grateful also for your taking suitable opportunities to
explain to the Chinese the importance of Japan's economic
stake in Hong Kong.
We clearly welcome such investments as very beneficial to
Hong Kong. Hope Japan will continue to do all it can to maintain confidence of Hong Kong people in their future.

Aware of considerable Japanese interest in PADS projects,
