SECOND ANGLO-JAPANESE SYMPOSIUM, AVIGNON, 6-8 JULY

I attended the second Anglo-Japanese symposium organised in Avignon organised by Mr Dobbs-Higginson. Mr Gillmore's minute of 10 October explains the background to this venture. Mr Dobbs-Higginson is now planning to turn his magnificent chateau into a foundation backed by Japanese money. He may seek some form of official encouragement from HMG his Japanese sponsors may find this desirable. see no immediate reason why we should not encourage Mr Dobbs-Higginson, as we have done already. The fact that Mr Dobbs-Higginson will almost certainly do very well out of whatever deal he is arranging does not mean that this enterprise is not worthwhile.

I attach a summary note of the discussions and a list of the participants (again including Mr David Howell). The discussion which made the strongest impression on me was that about the UK's commitment to the EC. Persuading the Japanese that we are both committed and influential will clearly be a major task.
