NPC DEPUTIES

CMP reported that local deputies to the NPC would raise concerns ver their official status in HK at an informal meeting today. One of the deputy, Liu Yiu-chiu, told the paper that China's legislators should be treated in accordance with their official status, as Sino-British relations were in a friendly phase.

The Alliance of the HK Chinese in the US would meet in California this weekend to finalise campaign planned to fight for the right to vote in HK's elections next year, the Post reported. The alliance wanted to challenge the electoral rules which prevented HK voters from casting their ballots if they were out of the territory.

SCMP said that the CS would hold a rare joint meeting with HK's 500-odd DBs, UC and RC members to promote the port and airport plan. He would meet them on November 23 to explain the scheme. Some DB members suggested Sir David Ford's briefing was a plot to play the "public opinion" card to press China into accepting the massive investment project but Government spokesman dismissed the allegation saying that there was nothing sinister in the exercise.

The paper reported that the first contract for advanced work at the new airport site would be put out to tender this month.

Editorially, the Post noted that employers must now bear responsibility for hiring II workers on construction sites. paper also said that the Government had made enough concessions over the Town Planning (Amendment) Bill 1990.

Writing in the Post and the HK Economic Journal, Frank Ching, noted that what was needed now for the dispute between China and HK over the construction of the new airport was a dose of common sense. the HK side should make public relevant data, especially information on Financial burden likely to fall on the future SAR
