HONG KONG: AMENDMENTS TO THE LETTERS PATENT
1.
Mr Maude discussed changes to the Letters Patent with you, Mr Stone and Mr Fifoot this morning. He firmly shares the Governor's view that all the arguments run powerfully against introducing reserved powers, and agrees with you that we should, instead, have contingency plans for introducing such powers in the event of a crisis.
2.
Mr Maude would be grateful for a short note briefly setting out the issue, and the way it was handled in 1985, which he will then put up to the Secretary of State.
