ADDITIONAL FUNCTIONAL CONSTITUENCIES
8. ExCo also discussed further functional constituencies to be
represented in the 1991 LegCo. An ExCo note "1991 Legislative
Council: Additional Functional Constituencies" sets out the
background to these proposals. It was decided that the following
should be included for 1991:
Urban Council

Regional Council
Financial Services

Engineering
Also under consideration are:

9. The intention is that the Municipal councils will lose their
existing representation in LegCo with the abolition of the electoral
college constituencies. It is proposed that they should be classified as functional constituencies when the electoral college disappears in 1991. This reflects the Government's decisions in the
1988 White Paper and will allow them to continue past 1997.
10. In addition to the Municipal Councils' representation, ExCo envisage four or five additional functional seats in LegCo for 1991.
They acknowledge that further work needs to be done on these, such
as defining the electorate for tourism. Background and arguments for the new constituencies considered by ExCo are given in
paragraphs 11-20 of the Council's note.
11. The checklist indicates a number of other areas which need to
be resolved: electoral legislation, practical aspects of elections
and democration of constituency boundaries. But the main issues to
be addressed are dealt with alone.
