(a) NUMBER OF ELECTORAL CONSTITUENCIES

ExCo propose that the 18 directly elected seats for 1991 should be

drawn from 9 two-member constituencies. Each elector will be able

to vote for two candidates, and the results will be decided by a

first-past-the-post system. The 9 constituencies will be so designed that they can be readily transformed into 10 two-member

constituencies in 1995. EXCO considered that single member coinstituencies based on the existing District Board boundaries would give an unfair advantage to District Board candidates who had

already developed a strong local base and might discourage prominent

national figures from participating in the election. By contrast, two-member constituencies would encourage a broader range of candidates to stand for election.

ADDITIONAL FUNCTIONAL CONSTITUENCIES

ExCo has decided that the following functional constituencies should

be included in LegCo for 1991:

Urban Council;

Regional Council;

Financial Services;

-

Engineering;

Rural Interests (the Heung Yee Kuk);

Building Construction and Real Estate Development; and

- Tourism (probably)

Because there have been difficulties in defining the electorate for the functional constituencies representing tourism, ExCo intends to have a final look at this question on 13 March.

(£) COMPOSITION OF DISTRICT BOARDS AND MUNICIPAL COUNCILS

The composition of the District Boards and Municipal Councils should remain unchanged, thus preserving the present arrangements whereby roughly one third of the membership is appointed and two thirds elected. The composition of the Boards and Councils will be
