HONG KONG: LEGISLATIVE COUNCIL IN 1991
Problem
The Governor has asked for Ministers' approval of the
arrangements proposed by the Executive Council for the 1991 Legislative Council elections before the Council meets again on 13

Recommendation
2.
I recommend that Ministers endorse the Executive Council's
proposals. I submit a draft telegram to the Governor.
Background and Argument
3. Ministers discussed these proposals in some detail with the Governor at the Secretary of State's lunch on 8 March and again at Mr Maude's meeting on 9 March; and indicated that they were content. They will however wish to see the proposals in writing before confirming their approval.
4. The key elements are as follows:
