1991 LEGISLATIVE COUNCIL : ADDITIONAL FUNCTIONAL CONSTITUENCIES

At the meeting held on 27 February 1990, considering memorandum XCX (90) 16 (copy at Annex A), Members requested that a further memorandum be submitted providing more information on the proposed composition of the electorates for the new functional constituencies which were being considered.
RECOMMENDATION AND ADVICE SOUGHT

It is recommended that a decision should be taken on which of the following sectors should be represented in the 1991 legislature

(a) Heung Yee Kuk
(b)
(c)
(d)
Financial Services
Tourism
Construction/Real Estate.
Members will be asked whether this recommendation should be approved.
BACKGROUND AND ARGUMENT

There are at present 14 functional constituencies represented in the Legislative Council, and Members have advised that the number should be increased to 20 or 21 in 1991.
So far it has been agreed that the two Municipal Councils should become new functional constituencies, along with engineering which will split from an existing
constituency.

Members also agreed that, in 1991, the teaching constituency should not be divided into two but that the situation should be reviewed before 1995. Similarly it was agreed that the possibility of having a functional constituency for foreign chambers of commerce should be reconsidered before 1995.
