Wish to inform you of decisions on the composition of
the 1991 LegCo. Have been endorsed by Ministers.
2.
As you are aware, LegCo at present consists of the
following:
Ex Officio Members 3
Official Members 7
Appointed Members 20
District Board elected Members 10

Municipal Council elected Members 2
Members elected by Functional Constituencies 14
It has been decided that the composition in 1991 will
be as follows:
Directly Elected Members 18
Members elected by Functional Constituencies at least 20 and possibly 21
Ex officio Members 3
Deputy President 1
Appointed 17 or 18
LegCo will thus be composed of 59 or 60 Members from 1991.
