Members have agreed in principle that a functional constituency should be provided for the tourism industry, in

be asked to advise whether tourism should be made a functional constituency in 1991, with an electorate based on the travel industry membership of the Hong Kong Tourist Association (HKTA) and membership of the Travel Industry Council

(TIC) (paragraph 18).

The proposed establishment of a tourism constituency has been discussed at four meetings of the Council. On each occasion it has been agreed that the industry merits representation in the legislature. However, it has not been possible to define an appropriate electorate.

Tourism should be made а functional constituency of the important contribution it makes to the economy. Based on this reasoning, the electorate should include those who are principally concerned with the development of Hong Kong as a tourist destination.

Consideration has been given to basing the electorate membership of the HKTA, which is a statutory body established promote inbound tourism, and the Travel Industry Council (TIC) which is the umbrella organisation for the outbound travel sector, and mainly comprises licensed travel agents.
