NT South comprising Tsuen Wan, Kwai Tsing and
Islands.

Most people seem to favour a simple "first past
the past" voting system for the direct elections, with each
elector having two votes, that is, one for each of the
seats in a constituency. This system will be adopted for
the 1991 direct elections to this Council. However the
preferential elimination voting system, which was used
successfully in the 1988 indirect elections, will be
retained for the functional constituencies.
