Dear Secretary of State,

I have received reliable reports from Hong Kong that the Hong Kong Government is deciding electoral district boundaries for the 1991 Legislative Council Election in such a way that some electoral districts will have over twice as many people as other districts (i.e. New Territories North with approximately 340,000 population and New Territories South with 760,000 population).

Please will you confirm whether these reports are true and clarify the basis on which electoral districts will be apportioned.
