COMPOSITION OF THE LEGISLATIVE COUNCIL, MUNICIPAL COUNCILS AND DISTRICT BOARDS IN 1991, AND CONSTITUENCY BOUNDARIES

THE PROBLEM

We need to make decisions on the composition of the Legislative Council, Municipal Councils and District Boards in preparation for the 1991 elections, and to agree constituency boundaries for the Legislative Council.

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that -

Legislative Council in 1991 should comprise 18 directly elected seats, 20-21 functional constituencies, 18 appointed members (including the Deputy President) and three ex officio members i.e. 59 or 60 members

there should be no change in the composition of District Boards or the Regional Council, thus preserving the present arrangement by which about one third of the membership is appointed (paragraph 8);

the composition of the Urban Council should also remain unchanged, notwithstanding the preliminary conclusion reached at the meeting February 1990 that an additional two or three Urban Council constituencies should be established to provide a similar ratio of elected to appointed members as in the case of District Boards and the Regional Council (paragraph 10);
