It is necessary to begin considering which additional functional constituencies might be Legislative Council in 1991.

The 1988 White
Paper on
the
Development
of
that the number of the Legislative
Representative Government established functional constituencies represented in Council should be increased in 1988 from 12 to 14, by the addition of the Accountancy electoral division and the Health Care electoral division.
The existing 14 functional
constituencies are listed at Annex A.

Decisions have yet to be taken on the composition of the legislature in 1991. However, whatever political model is finally adopted, it is clear that there will be a need to increase the number of functional constituencies.

In anticipation of this, Government has conducted a review of sectors that might be represented in the 1991 legislature. The review was based on the following guidelines included in the 1987 Green Paper
(a) functional
