Anticipatory Institutions

The
Institutions are only one aspect of anticipation.
Practices and individuals also require consideration.
existence of institutions enables good and efficient
practices to be developed in these institutions which can
well be carried over when the authority for the institution
changes (the Basic Law supercedes the Letters Patent) but
the institution remains essentially the same. It would
therefore be desirable to introduce anticipatory
institutions as early as possible to allow the present
experienced practitioners to put their mark on such
practices as are necessary.

Included in practices are the practice of election to,

considerations would apply to the election of a PCE.

However, there are two particular problems about the
