The Municipal Councils have returned members to the legislature through the electoral college since 1985.

It has, however,

decided that the electoral college constituencies should be abolished in 1991. The 1988 White Paper recorded that "there are strong reasons for continuing to have elected representatives of the two Municipal Councils
