I understand that you are querying some figures on HMG's contribution to VBPs. Perhaps our telegram (telno 1808) could have stated more clearly that what we envisaged was a slight reconstruction of the relevant paragraph (28) to set out HMG's contribution to solving the VBP problem overall, not just our contribution to Hong Kong directly.

What we had in mind was something along the lines: .. in our camps. The British Government has also given significant political and financial support. Over the last two years Britain has contributed or pledged some $550 million towards resolving the problem".
