Note major expansion. By 1994, 6 out of 10 students from Form VI will be able to
study for a degree course in Hong Kong.
Move from quantity to quality. Face up to need for assessment in schools; looking at core curriculum and language
of education.
Physical infrastructure
Airport and port are inter-related but
separate. Port is incremental, depending on
demand.
Port and airport expense is essential for future growth. Affordable with careful
management.
Development will make land available (N. Lantau coast, W. Kowloon, Kai Tak and Kowloon Bay) worth at least $40Bn.
Cost of airport without infrastructure is about $38bn at present day prices. (Port a
further $55bn).
Keep on with environmental projects like
sewerage.
