Dr Aston also refers to the development of democracy in Hong Kong. Lam surprised by Dr Aston's claim that there

has been no clear indication of when direct elections will

be held to the Hong Kong Legislative Council. A White Paper published by the Hong Kong Government in February/1988 made clear that direct elections would be held for the first time

in 1991. On 16 February 1990 Douglas Hurd announced in the House of Commons that 18 seats would be directly elected in

directly 1991 and at least 20 in 1995. I enclose a copy of his
