Thank you for your letter dated 17th September.

I am sure you know I would not encourage any disrespect for the law and I do not really think I need the lecture delivered to me in your third paragraph. However, those administering Hong Kong will know that the Acts cited in your letter were intended to control a situation which has long since passed and it is, therefore, very necessary to ensure that the laws of Hong Kong are amended as quickly as possible to permit the peaceful development of normal democratic freedoms of association and expression. Without these freedoms, it will not be possible to conduct a free and fair election in Hong Kong and you do not need any lectures from me to convince you that this is so.

I suggest, therefore, that you should persuade the Hong Kong Government to drop its defensive line and to adopt a more accommodating and understanding attitude than that displayed by the prosecution of those using loudspeakers, the action which initiated this correspondence.

This would give credence to your assurance to me that neither the Hong Kong nor the British Government wish in any way to impede the development of democracy in the Colony.
