RIGHTS BILL

AIRPORT PLAN

SCMP said that the Government was planning to invite tenders from the private sector by 1999 for the franchise to operate the Lantau Fixed Crossing. The report noted that officials admitted that private consortiums were uncertain about the crossing's traffic projections and its expected revenue, rendering it less likely that the Government would be able to secure a good privatisation deal now. HKS reported that motorists using the crossing would be kept informed of conditions ahead through a special monitoring system.
