Although no detailed analysis has been made, the Hong Kong Government consider it likely that only a very small number of prosecutions have been undertaken in recent years. However, a large number of Public Subscription Permits are issued each year by the Director of Social Welfare to bona fide organisations, which can demonstrate that the monies will be applied for the purpose, for which they are collected, and that appropriate accounting arrangements will be made.
