"The new post of Assistant Secretary General is pitched at the Directorate tank due to the level of contact which this officer is expected to maintain, the experience required to analyse and advise on a wide range of issues, the spokesman said.

It was also decided to retain the service of a London-based public affairs consultant firm, GJW. They will provide advice on strategy and help to establish contacts.
Members felt that GJW had provided very useful advice and assistance to them and the OMELCO London Office during the past few months. Its knowledge of how the British Parliament works and its contacts with and access to politicians and influential groups had proved invaluable.
"GJW will monitor developments and seek information; advise on strategy and action; set up meetings with appropriate people in Britain; advise on appropriate invitations to Hong Kong, and attend preparatory meetings, as and when necessary, " he said.
The cost of maintaining an OMELCO office in London is estimated to be in the region of $4.3 million per annum. This will cover the sum of $2.7 million for staff salaries and allowances and the employment of consultants; and $1.6 million for other expenses including office rental.
