With reference to our internal review "Referrals of Appointments, Promotions etc to the Secretary of State" and our recommendations as set in paragraph 8 of the paper, I wish to clarify that the arrangements proposed in paragraph 8(b) of the paper should also be applicable to the Administrative Class appointments, i.e. reference to the Secretary of State to be sought only for appointment as Heads of Branches, Departments of equivalent agencies.
I should be grateful for your early advice on our proposals. I would also appreciate your views referral to the Secretary of State for applications for transfer to the permanent establishment.
