I refer to

November enclosing copies of correspondence concerning one of your members.

The requirement that Mr

Mr Leng should pay Class 1 contribution is certainly the first case of this kind which I have come across, although whether it establishes а precedent I cannot say. I am making enquiries with the FCO to see if this is indeed a new arrangement and if there is anything that can be done.

In the meantime I would suggest that Mr Leng challenge the statement in the Department of Social Security's letter that because the courts have ruled that a UK Government Department can be "a place of business" there is no reason why this should not apply equally to the activities of foreign governments taking place in this country.

There is also no reason why it should. surely enjoy a special in the same way as home
