I refer to your letter dated 9 May 1988 to Donald Tsang, General Duties Branch regarding our handling of records relating to Australian co-operation over narcotics and other sensitive matters. This was passed on to our office for comment and further action.

We recognise the concerns implicit here and the need to reassure any government that co-operates with Hong Kong on sensitive matters and provides information in confidence that their interests will not be endangered. At the same time we are aware of circumstances, albeit exceptional, in which the

continuing need for the information would require its retention.

Accordingly we are proposing that these records should be handled in a particular way. Consideration will be given to:

a. the need to protect the interest of other

governments,

b.

C.

the political and other interests of HMG/HKG, including their relationship with the governments supplying the information, and

the future needs of the SARG.
