Future of Hong Kong Government Records
Thank you for your help in preparing the ExCo paper on this matter in January. This was well received and, following our advice, ExCo decided that arrangements should be made for the future custody and control of ExCo Part II records created between December 1982 and December 1988 on the basis of a 'blanket approval' under S.3 (4) of the UK Public Records Act. They also sought an assurance that Part II papers would continue to be available to the Governor up to the end of June 1997.
My purpose in writing now is to establish with you the next step in the 'blanket approval' procedure and what
information/action is required from HKG. As you know, it is intended that, in addition to ExCo Part II records, certain sensitive records on microfilm and possibly other material should also be covered by the 'blanket approval'. As these are not yet necessarily in existence are we looking at separate approvals ?
I go on leave at the end of this month. Anita Wilson will be A/g GRC in my absence should there be any immediate follow up required.
