1. I met with Messrs Humpries and Cosgrove and Miss Clay on 15 August and we agreed that it would be best to send a holding reply to the British High Commission in Canberra.

2. It is not clear from my files whether we have ever sent a reply and I assumed we had not in my attached draft. I would be grateful for any comments you may have on it.

1. I am replying to your letter to Mr Littlefield dated 22 April 1988.

2. We have not forgotten about the concern expressed by the Australians on the withdrawal of sensitive material before 1997. We have been in correspondence with Don Brech, who is the Hong Kong Governments Records Co-ordinator, about this matter and he has made some suggestions." We consider that these will probably be adequate but we wish to ensure that all aspects have been properly considered. We are therefore taking the opportunity of a visit by a specialist from this office to Hong Kong shortly to take matters further.

3. It would be helpful for us however, if the Australians were to be more specific over the areas where they have particular

concern.

Perhaps you could reassure your contact that we hay sight of this issue and we would welcome amplification specific areas of concern. If you could let us have t information by early September, then we could feed it into the forecoming visit.

1. Thank you for referring to us your minute of 27 July on this subject.

2.

We have no particular views on the vetting procedures proposed. However we are concerned about the effectiveness of certain areas of the Hong Kong Government where local officers are in a position where they need access to UK eyes only material but cannot gain it for example the New Commissioner of Police (to be appointed in December) who is HK Chinese.

3. I have discussed this with Mr Humphries and intend to take it up again on his return from Hong Kong, where he will consider this.
