HARRASSMENT OF HONG KONG BUSINESSMEN IN SHANGHAI
Thank you for your letter of 9 August recording the
Prime Minister's concern about the questioning by the
Chinese authorities of two Hong Kong Chinese businessmen
in connection with the June disturbances.

The Foreign Secretary shares the Prime Minister's
concern. We have been in contact with Peking, Shanghai
and Hong Kong about the case. We have now received a
telegram from the Consulate-General in Shanghai (copy
enclosed) which sheds further light on the matter.
is evident from this that the manager of Dow Chemicals
(China) is not at present unduly concerned about the
investigation and that he would not welcome high profile
action by us which might provoke some form of local
official retaliation against the company.
