1. The Private Secretary at No 10 wrote on 9 August about the Prime

Minister's suggestion that we might make a joint demarche with the

Americans at Ambassadorial level in Peking, over the harassment of

two Hong Kong Chinese businessmen working for the US-owned company

Dow Chemicals because of the activities of their staff in support of the pro-democracy movement during the June disturbances. (Peking

telno 1473 ).

3. The Prime Minister's suggestion was recorded in Mr Gozney's minute of 7 August. Mr Paul submitted preliminary advice on 7

August endorsing Sir A Donald's recommendation that the Embassy should intervene, initally at desk level, with the MFA in Peking but

without coordinating action with the Americans. The Secretary of State concurred with this advice, but commented that we might wish
