WORLD MINISTERIAL SUMMIT TO REDUCE THE DEMAND FOR
DRUGS AND TO COMBAT THE COCAINE THREAT
LETTER OF UNDERSTANDING
1. At the meeting which took place in your office at the Hofburg Conference
Centre on 14 September we discussed the basis on which the United Naticas
Organization could be formally associated with this Summit, which the Taited
Kingdom Government will host in the Queen Elizabeth II Conference Centre,
London from 9-11 April 1990. It was agreed in principle that, subject so the
conclusion of a written agreement between the Government and the Uniteċ
Nations setting forth an agreed understanding of the main details of the
organization of the Summit, it might be presented as being "organized by Her
Majesty's Government in association with the United Nations Organization." I
can now confirm that this formulation is acceptable to Her Majesty's
Government.
2. The purpose of this letter is to set out our understanding concerting the
main details of the organization of this Summit.
3.
The objectives of the Summit will be as follows:
1) to maintain the momentum of international co-operation on drugs
developed at the ICDAIT conference in 1987 and at the conference which in
December 1988 adopted the United Nations Convention against Illici:
Traffic in Narcotic Drugs and Psychotropic Substances;
2) to increase the international commitment to reducing demand for
drugs;
