On Wednesday, September 28th 1988, I, Antonius Arnoldus Cornelius Jozef Schalks, Chief Inspector of the National Criminal Intelligence Service, Department of Narcotics,

TZE Kwok Tai, born in Hong Kong on January 5th 1966, living in Hong Kong Le Muk Shue Gst Block 5.
After I had informed him that he was not committed to answer, he declared the following:
"In February 1988 I was arrested by the police at the airport of Luxemburg together with my friend, Leung Nang Kay. While travelling into Luxemburg we were each in possession of a suitcase containing a quantity of heroin.

Since January 1988 I know a certain Ah Ming. I came to know him during soccer games in Hong Kong. Through him I also came to know a certain Ah Pong a few days later. Both of them were friends. I became a friend of them too.
In that period I needed money. During conversations that I had with Ah Ming, I told him about this. I also told Ah Pong about this. In that period Ah ming came to me to ask if I wanted to earn some money. I had to transport things from Bangkok. I could earn 1000 US Dollar doing this.
At that time Ah Ming did not tell me that I had to transport heroin from Bangkok, I knew, that is I suspected, that the issue was the transportation of heroin.
When Ah Ming asked me whether I wanted to transport the things, I have answered in a positive way.
Then I had to give my passport to Ah Ming. He needed this in order to buy a ticket for me.

After I gave my passport to Ah Ming, I kept meeting him and Ah Pong regularly. During these meetings there was no talk about business. At the end of January 1988, two days before my departure for Luxemburg, Ah Ming asked me to come to a restaurant in Hong Kong. This restaurant was named MA CHOI. When I arrived, nobody had arrived yet. A few moments after I was in the restaurant, Ah Pong entered with a Chinese man whom Į did not know. Ah Pong presented the man to me as being Leung. A little bit later Ah Ming also entered the restaurant.
Ah Pong said to Leung and me that we had to travel together to Bangkok tomorrow. Both Ah Pong and Ah Ming told us what we had to do. Ah Ming said for example that we had to bring waxm coats
because we would go to a cold country from Bangkok. After we talked about a few things concerning our journey, we left the restaurant. We agreed to return there the same day in the evening to receive the passports and tickets for the trip
