WORLD MINISTERIAL SUMMIT TO REDUCE DEMAND FOR DRUGS AND TO COMBAT THE COCAINE THREAT : 9 - 11 APRIL 1990
1. Please refer to your minute dated 2 November and attached draft telegrams about the above conference.
2. We welcome the attendance of our dependent territories at the April Conference and have already alerted our Governors to it (c/f my letter of 18 October to G Whittaker).

The two draft telegrams read rather strangely with
. reference to the dependent territories - Governors are not
accredited to governments, they are the heads of their governments I suggest it would be simpler to send another telegram to all the dependent territories and repeat your first telegram to them for information. (Paragraph 5 would need to be deleted, and DT addressees in your second draft telegram ommitted.) I attach a proposed draft which will need to be cleared with HKD, FID and SED.

If HMG is prepared to help finance the attendance of so many representatives then I suggest that all of WIAD's DTS should be included in the list attached to your submission ie add Turks & Caicos Islands, Cayman Islands, Bermuda and St Helena. Of these possibly only Bermuda could be deleted given the healthy state of their economy indeed the Bermudians may prefer to pay their own way. You will see from my draft that I have not given a firm assurance that we will pay for all of them.
5. Later we will need to consider the mechanics of absorbing the DT participants into the UK delegation and still giving them the ability to speak at the conference.
6. One small point on your submission in para 6 you refer to Crown dependencies. I am not sure what this means Ascension, Tristan da Cunha?
I suggest the phrase be deleted.
