FCO TELNO GUIDANCE 29 WORLD MINISTERIAL SUMMIT TO REDUCE DEMAND
FOR DRUGS AND TO COMBAT THE COCAINE THREAT
1. The above conference, originally announced by the Home
Secretary on 18 May, will be held on 9-11 April 1990 at the
QE II Conference Centre, London. It will be opened by the Prime
Minister. President Barco of Colombia and the UN
Secretary-General have agreed to speak at the opening ceremony.
2. The conference is to be held in association with the United
Nations. It will comprise plenary sessions and two expert
groups (which would meet simultaneously) one covering demand reduction and the other the cocaine threat. The plenary will be
reserved mainly for national statements although, to save time,
we are proposing to invite participating states to circulate
detailed statements in writing. It is proposed that invitations
be issued by the Home Secretary. To help ensure the successful
management of the Conference, we hope that delegations will be
