WORLD MINISTERIAL SUMMIT TO REDUCE DEMAND FOR DRUGS AND TO
COMBAT THE COCAINE THREAT: 9-11 APRIL 1990
1. The Minister did not, in the event, have a chance to consider this submission as thoroughly as he would have liked before departing for Geneva. His preliminary reactions are as follows:
a) he agrees in general with the approach proposed;
b)
specifically, he agrees that we should invite Argentina (via the Swiss); and should not invite Panama;
c) he would like to consider further, on his return, the question of participation by South Africa, the PLO,
Democratic Kampuchea' and the other countries/governments listed in para 5. (In this connection, is South Africa a produce of precursor chemicals?);
