1. It is proposed that the 'expert groups' referred to in my TUR will take the form of a demand reduction committee and a cocaine committee. The work of each committee will be divided into separate sessions covering a series of themes each of which will be introduced by an opening presentation by one of the
participants.
2. We should like to invite Dr James Ming Chien of Hong Kong and Dr Vichai Poshyachinda of Thailand to give a joint presentation in the demand reduction committee on the theme of
We are treatment and rehabilitation, focussing on opiates. inviting a Swedish doctor to give a similar presentation focussing on stimulants. The purpose of these presentations would be to examine treatment and rehabilitation methods encompassing both heroin addiction and dependency on amphetamines, cocaine and other stimulants. The opiates presentation would last for 15-20 minutes. The UN have advised us that Chien and Poshyachinda have worked together in this way
before.
