You may have seen a copy of Hong Kong telno 1529, proposing some further changes to the paper on which we had already commented. However, I attach at A a further copy for ease of reference, together with the following:

2. As you will see, Hong Kong have decided to concentrate m proceeding to negotiation of agreements now, and postpone discussion of legislation until a later stage. This seems to me a sensible way of proceeding, given our views on the difficulties involved in framing legislation (our telno 883), and our aim to have expert talks and make progress before JLG XIII. I have drafted a telegram accordingly, which I enclose.

3. Since Hong Kong wish to consult ExCo next Tuesday 23 May, it would be helpful, if at all possible, to have your views by close of play on 18 May.
