1. In my submission of 24 April, I pointed out the need
to obtain Home Office agreement to the proposal that HM Inspectorate of Prisons should undertake regular inspections of the four aid-worthy Caribbean DTs' prisons every five to ten years. Mr Eggar wrote accordingly to his opposite number in the Home Office on 4 May.

2. The Home Secretary has now agreed to this proposal provided that any expenses incurred are met by FCO and that Gibraltar and Hong Kong are excluded from the
exercise. Neither of these provisions cause problems.
We will look to ODA to meet the costs, and can accept the
exclusion of Gibraltar and Hong Kong.
