BACKGROUND NOTE
No specific arrangements have been entered into with the PRC in relation to prisoners in gaol in 1997. No provisions at present exist whereby prisoners can be transferred to the mainland. Hong Kong Government are keen to negotiate an arrangement with the Chinese to preclude any resurrender of prisoners after 1997. This will probably be discussed in the context of rendition arrangements between Hong Kong and China. Such discussions will not be initiated until the JLG has completed its consideration of extradition arrangements between Hong Kong and other countries.
