Instead, it will become "two countries, two systems" or "one country,

one system" turning the mainland into the system of Hong Kong.

Isn't there such a saying that "Without democracy in China, there

would be no future for Hong Kong". Indeed that is to interfere with

the mainland system and turn it into "one country, one system". Now

the central government only preserves a little bit of its authority

which is deemed essential to a country. Some people in Hong Kong

take "high degree of autonomy" to mean apparently an independent

political entity.

Must Be Conducive To The Stability and Prosperity of Hong Kong

Q: Many new models on political system have been put forward now, of

which models such as the "bicameral system" and "bi-system"

involve the question of internal checks and balances. Some people

regard them as a prevention against the emergence of communist-

resistant force. Others regard them as unsuitable for the development

of Hong Kong. What is your view on this?

A: Our most fundamental consideration on political system is that it

must be beneficial to Hong Kong's stability and prosperity in the

long run. This was one of the two major principles in solving the

problem of Hong Kong at the time. *One
