The second question is the question of (preventing Hong
Kong from becoming) a base for subversive activities. We have to
consider whether we should make relevant provisions in the Basic
Law and what these provisions should be. So whether Article 23 of
the present draft is adequate or not has been raised again as a question for study. And all these considerations are all based on
a precautionary thinking, without any other thinking behind them.

Isn't it
true that there is at present a suggestion that Hong Kong should become a base for freedom, democracy and human rights? What is meant by the word 'base'? To be a base means that there is something to be sold to others, is that right? If what he was suggesting was that Hong Kong should become a place of democracy and freedom, then there is no implication of expanding such a concept elsewhere. But if what he said was to make Hong Kong become a base, then it meant that he wanted to expand such concept to the mainland. To put it in the mainland way of saying his would mean the changing of China's socialist
system.
