measures. Rather, the other party has taken a series of action.

We cannot but respond to these. Our response aims at making the

other party understand that his method does not work. It's better

to revert to the normal relations before June 4.

The Policy toward Hong Kong Remains Unchanged

: What's your view on the relationship between China and Hong Kong?

A As I have said the day before yesterday, we have not done anything

to hurt Hong Kong. The June 4 incident is an internal affair of

China, which has no direct bearing on Hong Kong. However,

something happened some time ago and some Hong Kong newspapers are

still criticising us and finding fault with us everyday. Some

people will, of course, say that there is freedom of speech in

Hong Kong and that it is within the law to criticise us.

Nevertheless, on this issue, it should not rest on not breaking

the Hong Kong laws. It's just like a family where the members

are not on good terms with each other. You can't say that the

members are breaking the law, can you? They are not breaking the

law, neither criminal law nor the civil law. But does it do

anybody any good? That's why it is better for each other to be

on good terms. Our mainland newspapers do not criticise Hong Kong

everyday. They only make some remarks in response when necessary,

and it is done sparingly. Therefore, it is clear that our

policy toward Hong Kong has remained unchanged before and after

June 4. We still abide by the Joint Declaration, the concept of

one country two systems, a high degree of autonomy, Hong Kong people

ruling Hong Kong and the continuation of the existing systems.
