A "final" political bluprint for HK would likely be worked out by the Special Group on the SAR's political system under the BLDC before the end of the year, a BLCC member, Zee Sze-yong said in a commentary in Ming Pao today.

He said whether the proposal would be accepted by the majority of HK people depended very much on how it tackled the following key issues: (1) separate procedures for voting; (2) composition of the legislative body; (3) a gradual approach and (4) the nationality of members of the legislative body.

Zee said that proponents of the bicameral model were the first group who came up with the idea of "different voting procedures" to ensure that the SAR government would be executive-led and would have stable relations between the executive and legislative bodies.

Designers of the composite model, however, thought that it would be inappropriate to divide the legislative body into two houses rigidly. Instead, they suggested that separate votings should be applied only to processing of Bills and motions raised by individual members only. This would not only increase the efficiency of the legislative body in passing Bills and motions but would also avoid members passing Bills and motions that would embarrass the executive body. The writer, however, believed that the move still could not prevent the legislative body from expanding its power and confronting the executive body.

Zee said to solve this problem he had suggested that the mechanism of separate voting should be used as a special authority of the chief executive who would adopt it only in situations where another voting was needed. In other words, if the chief executive did not agree to a Bill or motion passed or rejected by the legislative body, he could order another voting to be conducted separately.

Zee said it was still unknown which method the Special Group would adopt but the chances of incorporating the mechanism of separate voting was very high.

On the composition of the legislative body, Zee said it was most likely that the Special Group would adopt proposals for members of the future legislature to be elected through functional constituencies, direct district elections, a grand electoral college and an electoral college of district representatives.
