The writer said undoubtedly, restricting the members to Chinese 'nationals only would have an effect on foreign investors. To take care of the interests of these investors, perhaps members returned through certain functional constituencies such as industry and commerce as well as finance, could include foreigners. On the problem of allegiance, Lee suggested that expatriate members should be required to pledge allegiance to China when in office and should also be asked to state that if conflicts arose between his own country and China they would not do anything to harm the interest of China. Also, t.e SAR Government could introduce legislation to prohibit foreign members from raising objection against China, the writer satd.
